ISC, in collaboration with Vedette, will host a seminar on “The future direction of European Union defence research” which will take place on Monday 4 February 2019 from 10h00-14h30, in Brussels.
In June 2018, the Commission published its Proposal for a Regulation establishing Horizon Europe (COM(2018) 435 final), stating “A specific programme on defence research is proposed to be established by Regulation…” (p.1) which aims to strengthen the global competitiveness and innovation capacity of the Union's defence technological and industrial base.
On 19 November 2018, the Council adopted its position (partial general agreement) on the European Defence Fund which contains the specific programme on defence research proposed by the European Commission in the context of the Multiannual Financial Framework (MFF) for 2021-2027.
The Council broadly agrees with the Commission proposal. In particular, it confirms the overall objectives and structure of the EDF, including the intention to invest in disruptive technologies. It still has to clarify a number of aspects in regard to eligibility criteria and ownership of the results.
The EDF is also intended to boost cooperation effectiveness with Horizon Europe to ensure that results under civil research can benefit from the development of defence capabilities, and vice versa.
